MISSION

The mission of the Ferguson Neighborhood Improvement Program is to provide and enhance housing opportunities, improve the quality of life, and foster a spirit of community among the residents of Ferguson. FNIP fulfills its mission by promoting housing development and conservation, and by offering programs and services to increase the pride, distinction, and livability of its neighborhoods, and to improve the appearance and value of individual homes.

What we do

FNIP fulfills its mission by offering programs and services to increase the pride, distinction, and livability of its neighborhoods and to improve the appearance and value of individual homes.

Good Neighbor Gift

A forgivable loan of $3,500 is offered to recent college graduates, law enforcement officers, school district employees, fire fighters and emergency medical technicians (EMTs), and City Staff. This loan is to be used for the purchase of a home in Ferguson.

50/50 Sidewalk Program

FNIP will pay 50% of the replacement cost for deteriorated public sidewalks adjacent to an owner-occupied resident’s property. This funding is provided by the City of Ferguson.

Neighborhood Improvement Matching Fund

FNIP will put money towards a neighborhood improvement project that is being organized by a neighborhood organization, local business owners, or other community leaders/organizations.

FNIP will put money towards an owner-occupied residence exterior improvement project that will increase the residence's pride, distinction, and beauty.

By-Laws Summary

  • Board members are allowed (3) 3yr terms, subject to mid-term appointments.
  • (3) Board members are appointed by Ward, one each Ward; (3) Board members are appointed At-Large from the City of Ferguson; (3) Board members are appointed from related trades and may or may not be Ferguson residents.
  • The Board Secretary has all application promulgation, qualification vetting, tax verification responsibilities.
  • Prospective Board candidates’ personal and real estate taxes must be current to be initially appointed as a Board member; and current Board members taxes must be paid by February 28 of each successive term year being served.
  • All Board vacancies are filled by appointment of a prospective candidate, who meets all the qualifications, by a majority vote of the Board.
  • The Secretary is responsible for taking, publishing, and keeping all meeting minutes.
  • The Treasurer is responsible for all meeting treasurer reports, check writing, and financial accounts management. We removed the City finance director from any involvement in FNIP financial matters.
  • All contracts, checks, financial documents, minutes, and By-Laws must be signed by two officers (a Category 1 and Category 2)
  • Article II Section 6(c) - is convicted of a crime involving moral turpitude; should we include anything like this in initial appointment qualifications?
  • The Treasurer is responsible for all meeting treasurer reports, check writing, and financial accounts management. We removed the City finance director from any involvement in FNIP financial matters.
